I have a TH (V-6) with 4,000 miles and Tow package. Have not towed anything yet, but I'm averaging 22.5 MPG, Depends on how fast I'm going, around 60 MPH I get a near 24. I have not manualy done the calculations though. I actually thought I ws not getting as good mileage as I should. Now I feel better.

22.5 is good ironically my TDI Touareg is rated for getting 40mpg(on paper) and verified i am averaging about 22mpg average. However it also offers 406lbs of torque so not always easy to drive nice in it lol.

Not from up North, but in sunny Arizona, I got 25+ 50/50 city/highway. Checked this at the pump. 300 miles on the gauge. I'm surprised. That would put me right on the high end of the EPA rating for the v6 TH with two.

T H with tow can easily get 26 mpg in CO where it is cold at 7500 ft.

Picked up our TH with Tow/Comfort/ Tech packages eight days ago and, with only 250 miles on the odo, we had to make a run from Agassiz, BC to Bellingham, Washington 2 days ago for reasons of family, the friendly IRS, and shopping. Filled up with 89 octane once across the border in Sumas, Washington and spent a lot of time on the 2 lanes in Lynden and Bellingham, in heavy stop'n go traffic, plus idling 15 minutes to clear customs, and when we got back to Agassiz the average read 25.8 mpg (9.17 litres/100 km). That pleasantly surprised me considering the newnness of the car and the heavy traffic. We're going on a run up into the mountains tomorrow so I'll send a report later.

I am averaging around 11 ltrs per 100 km

Does not seem to be consistant on what gear it picks on the highway

TH V6 w/tow package, cold tire pressure front 35PSI rear 36PSI.
Using Amsoil 5W-20 motor oil which was put in at 2600 miles.
89 octane R+M/2. Firestone Destination A/T stock tires.
Off road in 4WD low about 7 MPG.
City 19 MPG. Interstate at 75 to 80 MPH 20 or 21 MPG with hills in the mountains.
Idling while installing Uconnect for 30 minutes, 0 MPG. (done twice know)
Never tow anything. Removed full size spare but does not seem to make any difference.
Taped holes in hood grill to get "Active Shutter" effect. Doesn't seem to make any difference. Running too hot has not been a problem yet.
Overall I seem to be getting 18 to 19 MPG.
My last 6 fill ups in May and June 2014 averaged 19.5 MPG which includes city, highway and off-road.

Have you checked your climate air flow setting? If you are in Defrost, or Mix mode, air conditioning compressor operates, even if the A/C button is off. That would take a bite on your gas mileage.
Ignorantly, I drove my TH for almost a month without bothering to check the air flow setting, and had a similar mpg to yours. Once I changed it to bi-level, it jumped to 23 mpg.

Took a 240 mile run yesterday from Agassiz, BC, up the Fraser River Canyon on the Trans-Canada Hwy, then across to Merritt on # 8, lunch in Merritt, then south to Hope on the Merritt Parkway and back to Agassiz. Lots of climbing from 50 feet at Agassiz up to 4,500 feet on the Parkway, plus lots of ups and downs, and twisties in between. Filled in Hope and the mpg indicated 25.2. That's not bad considering our TH only had 260 miles on it when we left the house, and 500 when we got back. I report in miles and US gallons as I lived in the US for 40 years and have never leaned to thimk in metric! And why do they report fuel consumption in Canada in litres per 100 km, instead of km per litre? It makes no sense to me.
