LED front lights with fog lights, ILLEGAL?

I got pulled over on my way to work this morning for having my fog lights on when i shouldnt have had them on. My mistake, forgot i left them on last night when it was very foggy. Anyway the officer told me i wasnt allowed to run the fog lights, because with the stock LED running lights the Jeep projects 6 forward lights. I have been searching Oregon lighting laws and so far have not been able to find anything that limits the number of lights but i am curious if anyone knows the Candle Power or lumens of the LED lights, because there are some rules about candle power, i would like to legally be able to use the fog lights as we get fog in my area this time of year alot.

Although time consuming, here in California you can go to court vs paying the ticket. Simply argue the car is legally sold in Oregon and this is a stock vehicle. It's not that you didn't know (ignorance of the law is never an excuse) but the vehicle was purchased legally.

It's a DOT(Department of Transportation) law about four forward facing headlights. Our Jeeps would not operate with all six lights on if it is in violation of the DOT regulation. My last car had four forward headlights and fog's, physically couldn't have brights+low+fog on at same time and some owners were trying to defeat the mechanics.

You will also see your DDL turning off during the day with turn signal on, another DOT reg.

An other thing, I noticed the running day lights dim when you turn on the head lights... I guess to keep the light output power down to not disturb oncomming traffic...

States can regulate beyond Federal, look at CA smog, Cherokee meets Federal standards.

No.
The daytime running lights are regular running lights when the headlights are on.
They are not considered headlamps or fog lamps (as they do not illuminate the road for the driver), so there are only 4 “lights" on at once.

In PA you can't have your fog lights on with high beams. and this.

(1) Auxiliary driving lamps shall not be substituted for headlamps. Auxiliary driving lamps may only be used with high headlamp beams.

(2) Fog lamps may not be substituted for headlamps.

(3) Auxiliary driving lamps and fog lamps shall be mounted on the front, spaced at least 20 inches apart from center to center and at height not more than 42 inches above level surface upon which the vehicle stands nor lower than the lowest chassis part. Rear fog lamps, if originally installed or offered as optional equipment, are acceptable.

(4) Auxiliary driving lamps and fog lamps shall be aimed when the vehicle and lamp assembly are in the straight ahead position with the beam not above horizontal centerline of lamp at 25 feet.

(5) A vehicle specified under this subchapter may have only one pair of approved auxiliary driving lamps and fog lamps.

(6) Auxiliary driving lamps and fog lamps shall not be placed in front of a required lamp.
I don't think the DTR are auxiliary driving lights. I think they are talking more about something that would be on a light bar. Which can't be used on the road.

Seems like Oregon just has major issues with fog lights.
