Part of the problem with the paint is that Chrysler closed and sold their Chemical plant (Cycleweld) in Trenton, Michigan during their financial troubles. The foreign company that bought it stripped the plant for its machinery and sent it back to their home country. Then the foreign company leveled the plant. This was just down the road from the Trenton engine plant. Chrysler used to make their own paint at Cycleweld as well as other chemicals needed for car manufacturing, along with brake linings. I know this because my dad helped install the paint mixers at Cycleweld before he passed away. To the best of my knowledge Chrysler buys all of their paint from third parties now so that limits their control over it.
